In Dar es salaam City Roads? This is Amazing!

It amazes me to find this car with old plate numbers roaming around the streets of Dar. In the upcountry where there is some kind of laxity I have seen alot of cars with old plate numbers, but in Dar? What if this car is involved in an accident, will the traffic police use the old plate numbers? is possible for one to get insurance cover if say this car knocks a pedestrian? i had alot in mind, really.

I have been wondering why is it that when the accident happens, there is a tendency for people to be overcrowded at the scene of that accident.Any comments on this.
