"OGOPA TAPELI" simply means "be wary of a conman". YEs! You get this sort of thing while on a traffic jam, tired, and you dont know what is the next move. for me this is the time to look around and read various messages written on, especiall the daladalas. it is hard to get why someone wrote this.
